Police in England and Wales dropping rape inquiries when victims refuse to hand in phones

What about the people who are falsely accused of rape? If you refuse to hand over potential evidence of a crime committed against you, then the charge should absolutly be dropped, even though the "suspect" might even already be harmed by the false accusation.

Rape allegations made to police or campus authority are proven false approximately 2% to 10% of the time.

Imagine being accused of rape publicly when you are innocent because someone wants to get revenge on you, then when the person refuses to hand over evidence they aren't charged with a crime for filing a false police report. That is the real travesty here.
