Why do prescriptions for treating an incurable condition ever expire?

I am always shocked whenever I get a glimpse of how others are managing their T1D. I actually had to stop going to a T1D family camp in my area because it was so depressing to see how poorly some kids are being treated. For example, I saw a chart where people anonymously submitted their last A1C results and they plotted it out on a big poster to show that a high number isn't all that bad... Lots of folks had double digit A1Cs and I saw a 14% on there. I am hoping to hell that it was just because they were diagnosed recently and simply haven't had a follow up, but given how many other 11's and 12's were up there, I doubt it.

I was checking my son into a diabetes camp and they were asking us all what our kid's rates were. I overheard at least two parents who didn't even know what the carb ratios were. One person didn't even understand the concept of what a correction factor was. It was pretty depressing to see.
