I think that's the logical conclusion to derive from nba.com's own "Playoff Tie-Break Procedures but their website is garbage. If you look at the top, that was last updated on August 25, 2010.

Starting in the 2015-2016 season, that division winner criteria was eliminated, as you can read about in this nba.com article from September 2015. This came in response to the 2015 NBA playoffs where Portland was the #4 seed, despite having the 6th best record in the Conference (Memphis and San Antonio both won 55 games, but were the 5th and 6th seeds).

You are correctly interpreting nba.com's rules, but nba.com unfortunately is very poorly maintained and their own rules are outdated.
