Renting Issue: Heat Won't Go Above 62 Degrees

According to the town charter [BIG pdf warning], section 153.04 (pdf page 357) they just reference the International Property Maintenance Code, 2012 Edition.

Heating requirements are specified in section 602.3. I can't copy and paste on that site, but it's 68F between [date] and [date].

Going back to the town charter, in section 153.04.19 (pdf 359), they specify that:

Sections 602.3 Heat Supply and 602.4 Occupied Work Spaces shall be amended by inserting September 1st through May 30th for the [DATE] to [DATE] in each section.

There are two exceptions to watch out for and neither should affect you:

1) If there is a -40 cold snap for weeks when that is highly abnormal for the locality, landlords are not suddenly in violation and have to upgrade every furnace. This shouldn't affect you because it's been a typical midwestern winter.

2) If the average monthly temperature is above 30F, then the minimum required temperature is 65F. This seems to give additional leeway to southern locations so they don't have to install large furnaces for occasional cold snaps.
