I studied US Politics and Social Welfare policy in my masters program. The two parties have very different policies and do completely different things when in power. Maybe you aren't aware of that - the existence of social services and the removal of services has depended on who is in power. The Republicans have a different agenda that the Democrats AND take different actions when in power. Also, the differences go back before the cold war.

The commenter said "as the US dissolves any vestige of a social safety net" and it is very much the Republican party that has worked for decades to reduce and weaken social services and safety nets in the US.
