It's not failing as a country, It's the most unique country and the only one with unique freedoms such as this and with unique freedoms comes unique problems so this is something 1st world countries wont understand fully, The only reason gun control isn't extremely effective is because people are politically infighting and its 400 million people butting heads with none of them allowing to help each other towards a goal, some are trying to edit and rewrite the US Constitution, some are trying to give everyone guns, we haven't failed implementing gun control, we've failed to enforce it, and I highly doubt this problem labels an entire nation as a failure. People like you have such a construed idea of what goes on in the US and how unique the problems are because you're watching heavily biased news channels or heavily biased articles, nearly all of them are biased for the left wing or right wing and they barely agree with each other.
