So after every fire, the fire department conducts an investigation to determine to cause....which would absolutely be relayed to the owner and subsequently their insurance. Regardless of where the owner wants that or not.

But also you don't think whatever company that is paying for the construction of this building will be keeping it to rent out?

Seems extremely unlikely to invest a huge amount of money into building an apartment complex just to hope to find a large buyer to buy it. It's not the same as flipping houses, where the market to buy one is open up to individual citizens.

I bet whatever company paying for that construction is intending to keep it and rent out the units individually
