Police are a bad thing, now? Also, if people broke the 'rules', they would have been thrown out of their societies or killed for their crimes. The only difference being, when there is smaller populations, there is less of a specificity of roles in the community. Many of them would have been too small to support dedicated police. And thats if your assertion were even true. Which I doubt.

depending on the size and advancement of the tribe/country and their overall treatment, but women were taken by force to be wives and raped. This was common in almost all civilizations at some point.
