TIL according to the Australian constitution, New Zealand is a part of Australia

There was a period of time when New Zealand and Australia still hadn't decided on their relationship to one another. Some folks really wanted a union while others wanted independence from one another.

Currently, they really couldn't be a country because of how different their systems are.

The Republic of Australia is a republic. Each state functions as a part of the whole and they are all subject to the constitution of Australia and their federal government.

New Zealand is a State which doesn't have a codified constitution. They have a series of legal rulings and laws which make up their government.

You'd have to figure out a way for the two of them to fuse into one another. Either New Zealand would have to adopt the Australian constitution or the Australians would have to change the nature of the republic to allow for New Zealand's autonomy for their separate legal system.

At this point, the best you might get is a monetary union like the Eurozone.
