I think Tyler1 and others needs to know that Riot legitimately doesn't want to balance the game. They actually want to have picks that are broken every patch.

I don't think that's completely true, but I think you're somewhat right. I do think Riot intentionally overnerfs certain champions who are problematic in pro play and high Elo, because they want to make absolutely sure the champion falls out of the meta. I think that's what happened to Akali at one point, for example. Then enough time went by that Akali was out of the pro meta that they decided to try to buff her back into some relevance to give a second chance. But the first big round of buffs was just a "Hey this champ is way too hard to balance between pro and solo queue and we can't guarantee a good way to balance her in the short-term so we're just going to obliterate her for awhile."

However, I think they do strive for balance on the other champs.
