He took steps to accelerate climate change at a pivotal moment in the planets history, alienated the US from all it's allies, started pointless trade wars and showed that a violent coup by white supremacists is entirely possible in the United States and was mere moments from being successful.

So while yes, he didn't get a lot of policy pushed through he still did immense damage to the world, the country, it's economy, it's people and the institutions that make up the US government.

The results are what matter. It doesn't matter how the damage was caused, what matters is that he caused untold damage that the US will be dealing with for decades. The damage to the environment is irreversible. The economic effects of trade wars and the covid depression aren't just going to go away. Allies of the US are going to be hesitant to reinvest their time in a relationship with a country that could just go right back to this in 4 years. The GOP and their nazi allies will almost certainly try to steal another election when they came so close this time.
