It's kind of that. Massive spoilers for both all Trails and Xenosaga It's the same as Wilhelm's plan right down to the name, eternal recurrence. We know the Primordial Nothingness is coming soon and the plan to deal with it is called the "Eternal Recurrence Plan" so it's likely the same as the Gnosis where it will consume everything and they want to keep repeating the cycle till someone comes along who can stop the cycle that is why they keep "testing" humanity with the Sept-Terrions trying to find a way to stop Primordial Nothingness from consuming everything. Unlike Wilhelm Oroborous isn't looking to continue this cycle forever but looking for a way to break it to free humanity.
