That's what my uncle who was a cop told me before I got my license, and I'm a white ginger. And every speeding ticket I've done the same thing.

/the prevalence of cops planting shit on perps after shooting them in the back over the last few years being caught on cameras (thanks survellance state/orwell/huxley!) has cemented my fear of cops - though having a crooked cop as an uncle growing up helped ferment a healthy fear of them decades ago. Of course back then it was Vietnam vets who were twitchy - now it's Iraq and Afghanistan (16 years of war?!?!?!) vets.
