J. Edgar Hoover used surveillance to blackmail Congress, judges, police, and probably presidents
It's not about spying on your dick pics. It's about spying on the dick pics of the Supreme Court, Congress, the President & the Pentagon to control elections, votes, court decisions, and U.S. history through blackmail.
Eventually, their organized crime must erase the distinction between government & cartels (like Mexico: a narcotrafficking cartel with a government). Because the risk of quashing organized crime is too great if there's an authentic honest government of truth.
These various cartels of organized crime fight each other, then the government.
Then they enter the government, to take control of agencies, then entire governments, and finally, control of militaries.
But this final step requires a military coup, then a society-wide purge, including HUAC-style hearings rooting out "moles" in the military & intelligence services, then "moles" in the government, then "moles" in Hollywood, then "moles" in universities. Then there is an Operation Condor looking for moles in hometowns, on school boards & firestations & public libraries. Then for "rebels" in log cabins, in tents, in the mountains, on the run.
Now the dick pics that were once used to control Congressional votes or control NIST reports, or control Austin Texas radio hosts or New York City radio hosts, or control Secretaries of State negotiating with Iran who once chaired a Congressional commission that covered up BCCI ...
... Now those dick pics become the torture state.
Those two particular government officials, whose names you should know, who worked on "Continuity of Government" exercises & legal protocols since the 1980s, have built a legal framework that has the authority to declare "Emergency Laws" and declare an "Emergency President" and declare an "Emergency Handpicked Congress".
Because organized crime cannot allow itself to exist as a parallel shadow state, alongside legitimate elected government.
Organized crime, like the cellular organism in John Carpenter's The Thing, must mimic legitimate elections, then once inside the government & military, it must take over the government.
Eventually, organized crime must become the government & purge all remnants of democracy, while maintaining the facade of legal legitimacy.

Eventually, organized crime must accuse others of being a "vast secret network" orchestrating conspiracies.

Eventually, the perpetrators of 9/11 (and the upcoming other half of that soft coup) must accuse those within the military & intelligence services, who tried to stop the crimes, of being the masterminds. Eventually reality must be turned upside-down.
It all begins with warrantless surveillance, and it is only possible with warrantless surveillance.
And when the CIA was "discovered" (or disclosed) to be spying on the Senate in 2014 regarding the torture report, there should have been a Constitutional Crisis. But there wasn't. The victims cowered under the bullies. Thereby consolidating the magnificent power of the infiltrators.
We're too far down the road now. No civilian leader, not a Senator or ex-Secretary of State or TV billionaire, will stand up to the surveillance state. Because fake terrorism is the real Trump card. Fake terrorism will always scare the masses into demanding surveillance. And only a Grandmaster chess player from within one of the hundreds of secret agencies would be capable of navigating the game of fake terror and false flags.
