It's still fairly unclear but this is my understanding from what I've heard and read tonight. 1) The vote reporting app had some unknown issue. 2) The precincts tried to call in totals but the call center was understaffed and it may still be jammed up. 3) They are holding off reporting totals until they can be verified by "the paper trail" but it's unclear if that even means the same thing precinct to precinct. The media is showing some confusion about what the process will entail. 4) Some officials have called it quits for the night and headed home so even if other precincts resolved their issues tonight there might not be enough information to safely make inferences. 5) The Iowa caucus is a sad, sad joke.
