This is really basic.

Government land needs permits, permissions and the correct zoning.

Public land you can do this freely.

Private land is private and between you and the owner within the confines of the law.

The area inside and directly around the building the parking lot is government property up until the sidewalk and the street.

This post states they were outside the door, indicating they were not on the curb and would there for have been on government land.

If they had permissions to do this and legally others could to. Then yes, the original person and other atheists here have zero reason to complain, and limiting them for doing this on the grounds of it being religious would be a violation of those people's freedom of speech.

However, if you throw some poster board together, stating whatever you want that isn't harmful. And sit outside a government office within the area that is there property as this scenario indicates is the case, then yes telling them they need to go elsewhere and can not do it there is not a discrimination of their freedom of speech as long as everybody else who does the same thing is also told the same thing.
