I think it’s main design may be made by faulty judgement, but I can see it being an overall positive. I mean, a cop being under 21 just seems kind of risky. Brain isn’t fully developed and always more aggressive. And you can’t legally go into bars off duty, but you can break up a bar fight. And 25 is the age male brains fully develop, meaning less random aggression. And it gives more time for younger people to gain outside experience and gain more empathy. And the degree isn’t mandatory, just if you’re under 25. And what major agency will rank up someone without a degree? Or some form of outside experience. The 25 could give you time to enlist in the military, go to college, work construction, become a certified masseuse. The possibilities are endless
