I do a fair amount of designing and building as well, and I have a good sense for what things cost.

It would be pretty damn easy to use a couple totes of similar cumulative volume, which without any research I am almost certain are dramatically less expensive than municipal waste bins. Then, you could arrange them in locking plywood shelves. You could pay folks in the community this facility serves, to do the woodwork. There’s no universe in which there isn’t that talent in the human pool there.

Beyond that, you could use less square footage to provide the same storage if it were allocated appropriately. Those bins are wildly inconvenient to reach deep into and they lose cross-sectional area as you get close to the ground.
