Can a person who doesn't believe in God or is of another religion still go to heaven if you pray for their soul?

It is only by God's restraining hand that we are not as evil as we possibly could be. If not for God and his common grace, we would all give in to the most vile vices imaginable.

If we are restrained, instead just left warnings and such, that would imply that we do not possess free will if God is restraining us? Wouldn't that contradict scripture?

The scholars who wrote the footnotes in the NAB say that homosexuality was not an issue with regards to the sin of Sodom?

The footnotes state the sin of Sodom according to Genesis is known as sodomy. Sodomy is anal intercourse. It also states that Isaiah (Isa 1:9, 3:9) says the sin of Sodom which led to its destruction was is lack of social justice and general wickedness as he compares it to Israel's sinfulness and speaks of the Lord's judgment of Judah and Jerusalem. Whereas, Ezekiel (Ez 16:46-51) described it as a disregard for the poor, "And look at the guilt of your sister Sodom: she and her daughters were proud, sated with food, complacent in their prosperity, and they gave no help to the poor and needy", and called the sins of Jerusalem worse than Sodom, "As I live, says the Lord God, I swear that your sister Sodom, with her daughters, has not done as you and your daughters have done!" Meanwhile, Jeremiah (Jer 23:14), when speaking about false prophets, describes the sin of Sodom to be general immorality and wickedness.

Not at all out of line. That is not a generalization. It is a fact that nearly all homosexual men are not monogamous.
