They are not; accepting donations from non-U.S. citizens is illegal, and it is impossible to donate on their site if you do not reside in the U.S. (the Sanders campaign, for some reason, allowed exactly that, and that's one reason they were slammed with a letter from the FEC listing hundreds of pages of improper donations which they had to return to donors). The campaign is, however, courting the donations of U.S. expats overseas and holding fundraisers in such countries as the Netherlands, Japan, the U.K. and Taiwan.

Because you can't rely on small donors alone. The Clinton campaign, at the early stages of the campaign back in 2015, realized that they and their allies would have to raise $2 billion in this election. Sanders managed to raise a massive amount of cash during his primary campaign, but it's literally just a tenth of that. Honestly, campaign fundraising is a massive scam: people are throwing at a cause which probably isn't worthy throwing cash at.

Isn't rallying against CU a bit of an oxymoron when the funds funneled into your campaign follow a similar paradigm?

There are so many misconceptions about campaign finance, and this is one of them. Super PACs operate independently of campaigns and have no official relationship with the candidates they support or oppose (but they have to report their support or opposition of a candidate with the FEC). Presidential campaigns' fundraising and activities are completely separate from that of super PACs, and no coordination is allowed between the two. For instance, the campaign committee of the Clinton campaign files their FEC filings separately from super PACs supporting Clinton for president because they literally have nothing to do with each other and aren't allowed to.
