The government classifies it... unusually. The FBI UCR linked below classifies crime offenders into race (white, black, Asian, American Indian, unknown) where hispanic is included with white. The FBI UCR also provides a separate cut by "ethnicity" which is just hispanic and non-hispanic. So they keep separate hispanic offender data but segregate it in a way in which it's impossible to actually separate the aggregated offender data into white, black, Hispanic, et al...

By contrast, the BJS National Crime Victimization Survey does segregate victims into non-hispanic black, non-hispanic white, non-hispanic other, and hispanic.
