This sounds like the same logic one of my former bosses uses when he was lamenting the fact that the job market was awful and that he was unable to find any candidates willing to fill a job opening that asked for a PhD and 10+ years experience, as well as an impossibly long list of requirements that are literally impossible for one person to fulfill. He said that the resumes he did receive were "too senior" (even though the job title contained the word "senior" and asked for a PhD and 10 years experience) and the company was only willing to authorize a salary that someone in my field makes at a first job out of undergrad.
