I think first comment got removed so I'll post this again . I used to be an EMT in. Tulsa and I know first hand how dangerous it is in that city. Meth and PCP are a HUGE problem there. We know according to Officer Shelby's report that he was being non compliant prior to the second officers arriving on scene. Which made her draw her weapon, so what that sounds like to me is someone on drugs. We have many things we look for to determine this, bring non compliant is a great way to get shot. His hands were up, but I can see that he turned towards his car before being tased/shot, which is most likely NOT what officers were directing him to do, which is non-compliance. There are many instances in which a person is unarmed or running away which can still permit an officer to use lethal force. If you do not understand those reasons you should not have an opinion on this matter. Both officers obviously felt threatened because they both reacted at the same time. These officers are good people and the Tulsa PD has saved my Ass more tines than I care to discuss. They act appropriately every time I've worked with them, and trust me, Tulsa is a dangerous place to work.
