I do think Meghan held Harry up, I'm positive Harry was told no, Meghan will not be allowed and it makes sense that Meghan threw a fit and held him up. The 70 minute delay is weird... But I can't see them waiting for Harry. No other grandchildren were going, it was just the children and PW, as he's the heir. Harry's presence wasn't crucial or anything. Honestly, I'm not even sure why Harry was invited. Peter wasn't there, right? Neither were the rest of the cousins, but it's said that the Queen was really close to Peter. Maybe he was invited because unlike the other grandchildren, Harry was the only one to blow off seeing his grandmother at Balmoral knowing it would most likely be the last time? And they were giving him one last chance? They know what a flake he's been, though, I can see them inviting him but not waiting around for him. But who knows, hope we get more info leaked!
