Assuming he is actually guilty of these things, it's quite messed up. He cannot be reasoned with. He's like a school shooter, who knows he's going to die, so he's just trying to hurt as many people possible because he just doesn't give a fuck.

This person knows they are doing something wrong. They are purposely pushing the limits. He's not going to suddenly feel bad just because he spends a bit of time in jail, he's just going to laugh about it. Even the death penalty would not make him understand, it would only give him what he wants.

The only way to get a genuine apology out of someone who defies reason is through the one thing they understand: Pain.

Assuming he is guilty, then shatter this god damned fucker's ego. Smash his face against the pavement and beat him up. Then tie him up to a car battery and electrocute his balls. See if he still wants to say "I have HIV, LOL!" after that.

I am in no way condoning torture, but I am saying that is the only thing he understands. For one who has abandoned all empathy, the only thing they understand is force.
