How to start a movement for political/legal change?

I'm telling you verbatim the conversation. I don't understand either:

Rep: the money was deducted because it's not income or a gift

Me: but I made things and sold it. That's income isn't it?

Rep: no it's not income.

That was the reason they gave. I asked, I emailed, you're asking me for information that they didn't tell me. I don't know why they didn't consider it income or why they decided it was deductible. That's just how the law is and that's why I'm trying to get it changed.

I'm not lying I'm not misrepresenting the conversation. They said because it's not income and it's not gift money it's deducted from my eia.

Why? I DONT KNOW. That's their policy and it's stupid.
