nah that's just flatout false and shows how little you know about these types of games. it's definitely beneficial but it doesn't mean much.

first of all drawing e.g rageblade t2 tristana first clear will definitely win you the first games, which isn't a good thing since it means you'll get last pick at the carousel. it's almost always better to save eco and lose the early games so you can use the carousel as a comeback strat.

but even after that, having luck in the beginning means nothing. you could get lucky in the mid game, or the late game aswell. maybe i get t3 tristana with rageblade + rapid fire cannon super early but after that i just draw awful champions in the shop and get nothing but negatron cloaks from the carousel, while you draw a T3 morgana + t2 gnar + yuumi for gnar + t3 kassadin etc. you'll demolish him and end up winning despite bad RNG at the start.
