depends on the set up. i live in a co-op and a crew comes around once a year to wash the windows. we are notified in advance and the co-op finance committee writes the paychecks.

this video obviously being UK it might be a council estate which could have a similar set up but also, the individual tenant wouldnt do the cash transaction.

looks a little too nice for a council estate anyways. could be a "condominium" type deal however. in which case there would be a strata board to handle such bs.

im guessing the window cleaner is some sort of opportunist akin to a squeegy punk, only he has a van. goes around cleaning windows then demanding cash?

anyways, we never got to see the lady's windows. they could be a disaster
