She's implying that we have systems/guardrails in place right now that allow congress to deal with these issues. If every time a president did something that warranted an investigation/impeachment we said "welp, let's let the voters decide next election, that would be a stupid idea. The voters decided that they would be ok with Obama appointing a supreme court justice in 2012, but the Republicans said "let's let the voters decide in 2016." The voters decided in the 2018 midterms that they want Trump held accountable, why should we wait until 2020 "to let the voters decide." The Republicans just want to kick the can down the road to the next election.
