That's not at all correct at all - that's the opposite of logical.

You are accusing somebody of quid pro quo, and the accused receiving party (who would be a victim in this case) says that it didn't happen. Of course the one accused of quid pro quo will use that as justification for his innocence in the matter. Literally anybody would.

That is, in absolutely no sense, *"letting Ukraine decide how our elected officials act", and in fact that either a super disingenuous statement, or a very stupid one.

In any reasonable person's mind, that is the most conclusive statement about the entire Ukraine "scandal".
