It's even worse than that. A significant chunk of our population thinks the government shouldn't exist and provides us with nothing useful. It's not even that they want the government to spend without funding that spending, it's that they want to basically burn down the whole system. They've bought into a vicious, generally racist lie that the government provides handouts to certain people and fail to realize the massive amount of ways the government supports them. These people largely live in states that are a drain on federal resources provided by states that embody everything they claim will destroy us and don't see an ounce of irony in that fact.
