You can look to other cities - let's say Houston - and see that massive highway expansion does nothing for congestion. It just encourages sprawl and puts more people in cars, which creates more congestion through induced demand. We should be happy what the environmentalists of old did for us by resisting these freeways.

The fact of the matter (and what cities nationwide are FINALLY realizing) is that you can't build beautiful, efficient, livable cities that are entirely dependent on cars. We all need to realize this. It will take time, but it's the truth. We need to be doing all we can to get people out of cars, and I think our (relative) lack of car infrastructure compared to other cities is actually a blessing in this regard.
