I think they are trying to recommend what they think is best for the masses. It’s a shit situation all the way around.

No they're not, their protecting themselves and covering their asses. Just go back and watch every single news conference with Governor Sisolak. He blames every single person in Nevada for everything that has happened. He hasn't taken responsibility for any single thing that's gone wrong, and every health officials follows the same playbook.

They need people to blame. So now it's the unvaccinated. In a few months it will be people who refuse to get the booster shot, or some other reason.

You aren't dealing with professionals, you are dealing with bureaucrats. I think that's the point you're missing. These people operate under a different calculus where the public good is not the main objective, their career is. As long as they can blame someone else, their career is intact.
