Boko harem?

Insurgents?

Political and religious factions and their counterparts?

Corrupt government officials?

Attacks on gay's/lesbians and other?

The war on basic rights such as press, speech, expression?

The government's abuse and misuse of support from other countries?

I mean all those are horrible things and really really suck but i'd have to ask what exactly would be paid for? Are you meaning punishments? Or do you actually mean money? That country isn't exactly the richest and neither are their people however, the people who do commit a lot of these crimes might possibly have some wealth of some kind. Either way though none of this is exactly all that relevant to self created ecological disasters. Or do you think that pushing out one of the largest creator of jobs for the poor nation of Nigeria is a good idea? I'm going to have to say though if you do, you'll want to look into how it is that the people who commit human rights abuses actually start out. I'll give you a hint "being poor and not liking it".
