UCSB Is Clueless on How to Safely Reopen

I think it comes down to what the law is. They can't enforce just UCSB policies, like the "no smoking on campus" policy. That's why you see people smoking in that pit outside the lib and they don't do anything. Their hands are tied because it's not a law, just a UC policy. It has no teeth. It'll probably be the same for any COVID policies the campus has above and beyond what's actually law. I could be wrong, but that's what I've gathered from past interactions with them.

Plus I think they're extra sensitive right now about sticking their noses into anything non-emergency because of the protests, etc. There's a sizeable group that wants them off-campus entirely, and any perception that they're enforcing unfairly will just feed that effort.
