Most cyclists in Santa Barbara, not just students. Had an older guy go around a car stopped in front of him and blow through a 4 way stop sign with 4 cars and force some break slamming without so much as a head turn or hand wave. One of countless examples.

While IV is the worst (endless stream of bikes pre-covid regardless of light color) at least you expect it and are alert to it. My wife saw a kid get hit by a truck at the intersection to El Colegio and Carneros Rd for ignoring red lights, thankfully he was wearing a helmet.

On side note: Can someone explain to me why there are so many elderly male cyclists sporting $5k+ kits with glove tight body suits looking like they are competing for Tour De France, but are just casually out with friends on the weekend? It's really weird....
