Is it weird to ask a stranger for a hug?

Definitely depends on the situation, and the person.

This happened to me when I (f15), was working completely alone in a bakery. Customer was maybe 25 and knew I was younger, as he was very pushy, consistently flirting and asking me personal questions. Once I gave him his receipt and went go to the back he asked for a hug. It was one of the most terrifying experiences of my life as I tried explain why not, and prayed another customer would walk in to break up what was turning into a very scary situation.

So, all in all, i’d tell anyone to just try your best to “read the room” or feel out the individuals vibes before asking. It’s worth not making someone very uncomfortable.
