Sending mixed commands to a likely drunk guy and intentionally escalating situation. Went for the the waist because instead of asking him to lie down and cuff him, they made him cross his legs, threatened to kill him, then crawl with is hands up while his shorts were falling down while 6 cops had their guns trained on him. Btw, the guy that shot him said that it looked like he was trying to get a better shooting advantage by coming closer. But he was only coming closer because he was ordered to. It should not fall on civilians to be better at handling a situation than police. There was absolutely no attempt to quickly arrest him. Just an asshole cop shouting conflicting commands at a scared and intoxicated guy until he made a wrong move.
