Getting stronger but not bigger - can you miss your window for size?

My guess is that yes, the person eating at a slight surplus will have accumulated more lean mass (alongside more fat tissue) than the person eating at maintenance. Also, given that both individuals have perfect technique and have the same proportions, it's likely that the person in the surplus may be a bit stronger as bench press strength also has correlations to bodyweight, and as they are heavier they will likely be stronger.

However, that doesn't mean that the guy at maintenance has wasted his time. He will gotten more neuromuscular efficient and thus stronger, but it's probable he won't have accrued as much muscle (though there may not be masses of difference, no pun intended). He will likely eventually hit a plateau sooner than the person in the surplus.
