If we significantly taxed all beef & pork while simultaneously getting rid of all subsidies on feed lot crops (corn soy etc) we'd see prices throughout the produce section fall drastically while heavily processed products and beef rose in cost.
Meanwhile we put those reclaimed feed-lot crop subsidies back into local food horticulture, family vegetable and fruit farms, farm markets, and co-ops. We do this as tax breaks, subsidies, incentives, etc. Discontinued subsidies for feed lot crops and factory farms easily pays for this.
This would make healthy fresh local food the cheapest foods to eat. Which they should be. They require the least industry to produce.
The results would be phenomenal. If the the beef and pork tax is too hard on the bottom quartile, uncle Sam can mail them each a weekly family red meat voucher.
We currently tax and subsidize totally ass backwards for the health of ourselves and our planet.
