Is it illegal for the equipment managers to ever inflate or deflate footballs? During practices and in preparation for the games, someone inflates/deflates the balls, right? how does this general discussion prove a schema to secretly deflate balls illegally after the refs have inspected them?

Wow, you really can't/didn't read anything did you? He had nothing to do with creating the PSI rule! He was involved in the rule (along with Manning and other QBs) that let a QB prepare the balls before the game, but the PSI is nothing he ever cared about until it was over 16 for a game. The then wanted to be sure every Ref knew the rule for proper PSI. As judge Berman said (you really should try reading up on this case and he points/questions/quotes) how can anyone claim that someone making an effort to ensure a rule is known and understood implies that person is actively trying to break the rule? if I intend to drive 50MPH down a street every day would I hand out fliers in the neighborhood making sure everyone knows the speed limit is 35??
