Is it rude to dine at a restaurant an hour before closing time?

I don’t believe it’s rude at all. In a restaurant, they are selling a tangible, consumable item. Not a T Shirt. If I order $100 worth of food for me and my buddies to eat at a restaurant at 9:55, when they close at 10, it is not unreasonable to expect to be able to enjoy what I paid for, in the atmosphere I paid for in a reasonable amount of time without being rushed. If the servers and bartenders don’t like it, that’s too bad. Has always been part of the business. Perhaps management needs to learn how to schedule. When I was the GM of a large brewery, we closed at 11. Everyone was scheduled until 12. On slow nights, if they could leave at 11:05 then he’ll yeah, go. A table orders at 10:54, well, you’re scheduled til 12 so best do your job.
