Telling someone you're going to do something is not the same thing as doing something, regardless how much emphasis you put on it.

That is more steps then most world governments have taken. The U.S isn't even considering federal legalization and here we have the Canadian government taking massive steps to get it done within 2017

They've taken plenty of steps, if you don't think so you haven't been paying attention and you also didn't read the article

Like I said, they've allowed BigPharma to acquire licensing to grow marijuana in preparation for the upcoming "boom". and to issue IPO stocks so they can expland into this new market. In the meantime,they continue to jail average joe for doing it. If you don't see how this is organized crime at the highest level, then you haven't been following, my friend.

For the record, California very successfully opened the doors to recreational marijuana literally overnight when they did it. And the people benefitted. not just BigPharma.
