To be fair, the guy in that case wasn't shot for crawling on all 4s. He was shot for stopping, and reaching back for his waistband, which defied ALL the orders he was given at once and could reasonably be seen as someone potentially reaching for a gun, even if he was just going to pull up his pants.

It was a horrible situation and it shouldn't have happened that way, and the orders were inconsistent, but again the actual thing that led to him being shot was that he stopped following ALL orders and reached for his waistband, which again is something you should never be doing when you're suspected to have a gun and the police have guns pointed at you.
