The difference in multiplier effects between depressed and growing economic regions. As I explained. This is a well known effect -- I wrote a paper on the changes to the multiplier effect applied to rural communities during the extended drought of the 1980s. The economic principle is the same.

The areas you mentioned, perhaps tax payers' fund had been heavily injected into the location you mentioned for short term relief, e.g. defense ship building or air force fighter jets projects ??

Defence projects are not "short term relief". Consider that there are years of negotiation about contracts and requirements even before detailed design begins. There's not even a Heads of Agreement at this point. So for the next couple of years the additional employment will be in Canberra.

Everything in this world is connected, one failed area will affect some others. It is easy for individual to claim whatever, public will forget in a short time. Sadly, those affected will suffer in the long run.

That was actually my point. Because the national economy won't be hugely effected the focus will come off the people of Elizabeth, Broadmeadows and Geelong in short order. The effect on those regions will be extreme but little will be done. You already see this in Geelong, where a third of high school kids have no breakfast, and a ninth have no lunch as well. Despite such worrying regional data the region finds it hard to generate a sustained national response.
