Nope. The sanctions were designed to hurt the Iraqi people, to undermine support for the Saddam regime. It was therefore in the US'S interests to hurt the Iraqi people, while it was in Saddam's to feed them and protect them.

Cui bono? Clearly provides the answer. Those Iraqis starved because the US wanted them to starve, and took actions to starve them.

So the goals of the sanctions were not to force Saddam to withdraw from Kuwait. Not to destroy his capability to wage war. What were they? To go further and actually bring down his government. To install in its place a US client, like the House of Saud.
