I deleted a comment where I told the world they should feel bad if they allow their dog to do this...because my opinion isnt fully formulated and it's looking more argumentative then the simple fact that all I care about is general dog safety. For me, personally in a TL;DR.

I don't believe people should let their dogs run in front of them at any moment cars are present. I've seen too many accidents while working retail to condone anything else. I believe relying on yanking on a leash to prevent such tragedies from occuring is both cruel to the animal and startling for some drivers.
