I would wager the two major cities. Louisville already has a very strong anti corruption movement, and Lexington is already a member of the American Anti-Corruption Act. In addition, Kentucky has some of the strongest Anti-Corruption laws on the books in the US.

So talking about Kentucky specifically, I don't think there's much there to go on.
