I think you're misinterpreting the steps
In that situation I would've started with 4b since they were found that way while having someone get something cold in the off chance it does jolt them enough to fuck off.
No one mentioned an ice bath. I've seen naloxone administered and I've seen seen people come out of what we thought was a serious overdose after being splashed with icy water/bag of peas on their crotch jump up full of pissed off energy.
I don't think you realize exactly how close someone looks to being exactly how high they want to be in a serious nod and legitimately falling out. Imagine someone passed out drunk but with shallower breathing, they may not respond to their name being called in a loud panic filled tone, but the cold water/ice jolt will get them moving.

That's basically the ENTIRE point. If they don't respond to that you know it's time to escalate the situation. To reiterate, it's not used to "fix" an overdose, it's used to diagnose if they're actually in trouble. The very last thing an addict wants is a shot of naloxone that was unwarranted. You can help them in both ways without anyone dying.
I get where you're coming from and appreciate the intention. I've been clean for two years, but when I was using I would have hoped the folks would've taken the short time to make sure I really needed it before calling the ambulance/shooting me with naloxone.
Apparently my methods were sound or I was in the luckiest addict circle in the world because no one died that wasn't alone at the time.
