As to your comment, I don't consider the first point settled. The quote appears to refer to

public corruption investigations arising out of or connected to Virginia

Which doesn't seem clear to me includes the Clinton investigation.

As to your final point, yes, it makes perfect sense that Jill McCabe should receive political contributions from the financial arm of the DNC. The moment she did though, her husband should have been removed from anything even tangentially related to the slightest whiff of a political investigation. Instead he was left in charge of a field office concerned with providing manpower to a political investigation. He personally chose which agents handled the investigation.
